Catherine Sackey is a policy strategist and systems architect focused on helping organizations and communities build stronger systems, partnerships, and implementation strategies that improve long-term outcomes.

Her work sits at the intersection of public policy, nonprofit development, workforce ecosystems, community engagement, and organizational sustainability.

Catherine is the Founder and Principal Consultant of Policy Over Politics (POP) Consulting LLC, a founder-led consulting practice supporting nonprofits, government agencies, grassroots organizations, and social impact initiatives through strategy development, implementation planning, grant readiness, impact measurement, and cross-sector collaboration.

She is also the founder of POP LABS, the enterprise arm of POP Consulting and a civic enterprise that turns strategy into infrastructure. As a shared-space and capacity-building ecosystem, POP LABS coordinates fragmented community services into shared infrastructure for economic development, nonprofit sustainability, and public trust — with a social mission of helping grassroots organizations, small businesses, residents, and nonprofits grow without being locked out of opportunity.

With more than 20 years of leadership experience across operations, public-facing systems, nonprofit support, and strategic implementation, Catherine brings both practical experience and long-term systems thinking into her work.
