Catherine Sackey, MPAP, MA, is a policy strategist, civic integrator, systems architect, and the Founder and Principal of Policy Over Politics Consulting LLC. Her work sits at the intersection of public policy, business strategy, government systems, education, workforce development, nonprofit capacity, institutional partnership, community development, and implementation.
Catherine helps leaders understand complex environments, identify where authority and opportunity sit, align the appropriate partners, and create practical structures that move ideas from vision toward measurable outcomes. Catherine's value extends beyond making introductions. She translates between sectors, identifies gaps in coordination and access, clarifies roles and responsibilities, and helps organizations build systems in which industry goals, public priorities, institutional capacity, and community participation can work together.
Catherine is also the architect of POP LABS, a flexible shared-infrastructure model that can operate through a physical hub, within an existing institution or industry site, or across a distributed network of partners. Catherine approaches her work with policy discipline, entrepreneurial flexibility, community awareness, and a hospitality-centered leadership style. Her objective is not to own every initiative. It is to help the right people, systems, resources, and responsibilities come together in a structure that can last.
